Dr. Leo Lo officially begins his position as dean of the College of University Libraries and Learning Sciences (CULLS) as of September 1. Lo brings his extensive experience, research, and years of leadership to his new role at The University of New Mexico.

“CULLS is a special college. There is not another place in the country that combines the University Libraries, an academic degree granting unit (Organization, Information, and Learning Sciences), and the University of New Mexico Press in one college. This unique combination means that we have the talents, expertise, and resources that no other place does,” Lo said.  “I am thrilled and incredibly honored to begin my tenure as dean and professor of CULLS.”

He replaces Dean Rick Clement, who retired in July 2020. Mark Emmons has served as interim dean since January and Fran Wilkinson served in the interim role from July to December of 2020.

CULLS boasts more than 1.5 million visits to the University Libraries per year, offers a variety of degrees through the OILS programs, houses the award-winning UNM Press, and consists of over 120 staff and faculty.

“My vision is to leverage the strengths of the different units to develop a model that will make CULLS a competitive advantage for the university, faculty, and students,” said Lo.

Prior to The University of New Mexico, Lo served as The Pennsylvania State University Libraries Associate Dean for Learning, Undergraduate Services and Commonwealth Campuses.

In this role, Lo oversaw library operations at the 20 Penn State Commonwealth Campus Libraries across Pennsylvania, as well as the undergraduate services, access services, library instruction and library assessment teams at Penn State’s University Park campus, totaling more than 300 faculty and staff. He also led the strategic planning process of the University Libraries, supported the promotion and tenure process of Penn State library faculty and was the lead on the Libraries’ COVID response.

Lo’s primary research interests include open access, higher education management, organization development and leadership. He has presented at many prestigious national and international conferences such as the American Library Association (ALA) Annual Conference and the Association of College and Research Libraries (ACRL) National Conference.

Lo has also published in refereed journals such as portal: Libraries and the Academy, College and Research Libraries, Journal of Librarianship & Scholarly Communication, Journal of Library Administration, and Communications in Information Literacy. He has served on the Library Leadership and Management Journal Editorial Board and is currently the Chair of the ACRL College and Research Libraries News Editorial Board.

Lo holds a Doctor of Education from the University of Pennsylvania, M.S. in Library and Information Studies degree from Florida State University, M.A. in Survey Research from the University Connecticut, M.F.A. in Screenwriting from Hollins University, and a B.A. in Interdisciplinary Studies from the University of Texas at Arlington.
